Amazon now supports multiple operating-system families across Fire TV hardware. Product branding alone is not enough to choose instructions. A current Fire TV device can run Fire OS or Vega OS, and Fire OS itself includes several versions with different platform behavior.
1. Find the exact Fire TV model and software

Record the displayed device name and software version before changing settings. Menu labels vary by model, manufacturer, generation, country, and interface version.

2. Reveal Developer Options on supported Fire TV software
Amazon's published Fire TV development instructions use this sequence on software versions where the menu is hidden:

- Select My Fire TV or Device & Software.
- Select About.

ADB Debugging

Leave ADB Debugging off unless you are actively developing or testing and understand the network exposure. Do not enable it merely to install an official Appstore app or to use a normal installer-based sideloading workflow that does not require ADB.

5. Fire OS 14 has a documented limitation
Amazon's current Developer Tools Menu documentation states that Developer Options is not supported on Fire OS 14. It also says Clear Credential Storage in that development menu is not supported on Fire OS 14.
If the exact device runs Fire OS 14:
- Do not assume the seven-click method is broken.
- Do not factory-reset solely to recover Developer Options.
- Do not install “unlock” files or downgrade firmware.
- Use the Amazon Appstore for consumer app installation.
- For app testing, use Amazon's supported Live App Testing or Appstore Quality Central path documented for developers.
A video recorded on Fire OS 7 or 8 is not evidence that the same menu must exist on Fire OS 14.
6. Vega OS uses developer registration
Amazon's current Vega OS documentation describes a distinct Developer Mode for app development. Before enabling it on a physical Vega Fire TV, the developer must:
- Have an Amazon developer account.
- Find the device serial number under Settings → My Fire TV → About.
- Register that serial number through Amazon's Developer Portal.
- Return to About, highlight the device name, and press Select seven times.
- Open Developer Options and enable Developer Mode.
- Allow the Fire TV to reboot.
- Return to Developer Options and confirm that Developer Mode shows Enabled.
Amazon's current documentation says all Vega Fire TV devices use this Developer Mode process. It also labels parts of the Vega documentation as open beta, so steps and supported tools can change.
This is a developer testing route for Vega packages and tools. It is not the legacy Fire OS Install Unknown Apps menu, and it is not a general consumer workaround for unavailable Appstore content.
Do not interrupt the automatic reboot. Amazon also warns that an underpowered Fire TV connected through a computer's USB port can restart unexpectedly during development setup; use the supported power arrangement.
7. Developer Options and Developer Tools Menu are different
Amazon also documents a Developer Tools Menu containing System X-Ray, multimedia metrics, safe-zone information, network tools, and other diagnostics. It can be invoked through a special remote-button sequence on supported Fire OS devices.
That overlay is not the same as:
- Settings → Developer Options;
- Install Unknown Apps;
- Vega Developer Mode;
- the Amazon Appstore;
- an app's own diagnostic screen.
Do not use an overlay shortcut when the task is simply to reveal the Settings menu. Keeping the names distinct prevents accidental changes and bad troubleshooting.
Developer Options still missing: safe checks
Use this order:
- Confirm that you highlighted the device name inside About, not the About heading or a software-version line.

- Identify the exact OS and version.
